Wastewater treatment support policies to follow

The executive meeting of the State Council held on the 24th, when talking about groundwater pollution prevention and control measures, clearly proposed to increase the treatment rate and reuse rate of urban domestic sewage. According to the reporter's understanding of the situation, sewage treatment support policies will be introduced one after another. This means that the sewage treatment industry, which has gone through the golden (1757.00,-0.30,-0.02%) cycle of the "Eleventh Five-Year Plan", will continue to "play" during the "Twelfth Five-Year Plan" period.

Huge demand for capacity

The executive meeting of the State Council proposed that urban pollution affecting groundwater should be strictly controlled. Reduce the urban domestic pollution load, promote the transformation of the pipe network system, increase the treatment rate and reuse rate of urban domestic sewage, and strengthen the construction and management of waste landfills.

Groundwater is an important source of domestic, industrial and agricultural water in our country, but due to the aggravation of surface water pollution, the quality of groundwater is deteriorating day by day. According to data provided by the Ministry of Environmental Protection, 90% of my country's urban groundwater is polluted by organic and inorganic toxic and harmful pollutants to varying degrees. And this situation is still deteriorating. According to surveys by the Ministry of Land and Resources in recent years, the quality of groundwater in 40% of cities is deteriorating.

The aggravation of groundwater pollution is related to the low treatment rate of urban domestic sewage. Statistics show that at the end of 2009, my country's sewage treatment rate was only 73%. This year's target is to reach 80%. According to industry estimates, during the "Twelfth Five-Year Plan" period, sewage treatment capacity needs to increase by 67% to meet the needs of sewage treatment.

Special planning submitted for approval within the year

Due to the needs of groundwater pollution prevention and control, sewage treatment will continue to receive policy support. According to the reporter's understanding, the two plans of "National Urban Sewage Treatment and Recycling Facilities Construction Plan (2011-2015)" and "National Urban Domestic Garbage Harmless Treatment Facilities Construction Plan (2011-2015)" have been included in the "Ten The overall plan for the special planning submitted to the State Council for approval during the second five-year period will be formally submitted for approval within this year.

According to the above two plans, the total investment in urban sewage treatment will reach 450 billion yuan during the "Twelfth Five-Year Plan" period, including investment from the central government, local governments and individuals. A report released by the Environmental Planning Institute of the Ministry of Environmental Protection predicts that in the next five years, the investment in the treatment of urban domestic sewage and industrial sewage in my country will increase significantly. It is estimated that during the "Twelfth Five-Year Plan" period, my country's cumulative investment in sewage treatment will reach 1.06 trillion yuan.

In addition, according to the reporter's understanding, in order to increase sewage treatment, in the next five years, my country will also moderately increase urban sewage treatment fees and sewage discharge fee standards, and promote the paid use and trading of ammonia nitrogen and other major pollutants.

According to Xu Shufan, deputy director of the Science and Technology Standards Department of the Ministry of Environmental Protection, the first key area of my country's environmental protection development during the "Twelfth Five-Year Plan" is sewage treatment. Specifically, it includes nitrogen and phosphorus removal, upgrading of existing sewage treatment plants, construction of sewage treatment plants in small and medium-sized cities, and industrial wastewater treatment.
